The Dholera Special Investment Region was notified by the State of Gujarat as part of the Delhi-Mumbai Industrial Corridor's planned investment-region framework. It is implemented through the Town Planning Act and managed by the Dholera Industrial City Development Limited (DICDL).

The SIR's central purpose is industrial: a planned city for manufacturing, downstream electronics, semiconductor, and aligned operations, with a notified TP-scheme grid that consolidates original agricultural parcels into final plots on serviced infrastructure.

As of April 2026, the Government of India has notified a Special Economic Zone for Tata Electronics' semiconductor fabrication facility inside Dholera SIR — the most consequential industrial development in the region's history.

The Dholera-specific diligence checklist.

  1. TP-scheme number and finalisation status

    Identify the parcel's TP scheme and confirm whether it has been finalised. Pre-finalisation parcels carry timing risk; post-finalisation parcels carry lower legal-title risk.

  2. Original-plot to final-plot reconstitution

    Walk the land-pooling chain — original survey number, deductions for internal infrastructure, final-plot allotment letter — and confirm each step is documentary-clean.

  3. SEZ boundary check

    If the parcel is being sold as inside the notified Tata semiconductor SEZ, verify with the SEZ notification and DICDL records. Marketing claims of 'SEZ-adjacent' do not equal 'inside SEZ'.

  4. Zoning overlay

    Industrial, residential, commercial, mixed-use, public-amenity — the TP scheme assigns specific use to each plot. The buyer's intended use must match the assigned zoning, or a zoning change is needed first.

  5. Infrastructure commitment in writing

    Roads, water, drainage, power and gas committed by DICDL or the SEZ developer with a specific phasing date. Verbal commitments do not underwrite a long-horizon investment.

  6. Title chain from before pooling

    On parcels sold as final plots, the title walk must include the original-plot history — partition, succession, prior sale and tenancy entries — not just the post-pooling allotment.

The right Dholera question for an industrial buyer is parcel-specific — which TP scheme, which final plot, what infrastructure is committed in writing. Generic phasing claims should be verified against DICDL's project documents.

What approvals does an industrial unit need in Dholera?

Standard industrial approvals — GPCB CTE/CTO based on category, fire NOC, electrical safety, factory licence — apply. SEZ-track buyers add SEZ-specific approvals; DTA buyers do not. Some plot allotments inside the SIR carry pre-approved use overlays; others require fresh approvals. Map approvals before LOI, not after.

Should I buy in Dholera or in Sanand?
